Each province in Canada has their own Provincial Nominee Program and quota of immigrants they can nominate for permanent residency to Canada.  The eligibility and criteria differ and change from province to province.  Some provinces may also send you an invitation via the Express Entry pool to apply for permanent residency if your skill set will contribute to the economic growth of the province.

Some provinces require you to apply separately through their immigration portal before you can be nominated.  Some provinces charge a fee for this process, others don’t.
